ANNOUNCEMENT: On October 6, 2009, Governor Kaine announced that Virginia will begin to accept competitive applications for a $9.7 million Energy-Efficiency and Conservation Block Grant program to help localities reduce fossil fuel emissions, stimulate the economy and lower total energy use and costs by improving energy efficiency in the building, transportation and other sectors. Applications will be accepted until November 6, 2009. Eligible Virginia localities must apply for this funding through their Planning District Commission.

The Northern Shenandoah ValleyRegional Commission (NSVRC) serves the City of Winchester and the Counties of Clarke, Frederick, Page, Shenandoah and Warren, and the Towns of Front Royal, Middletown, Luray, Strasburg, Stephens City, Berryville, Boyce, Edinburg, Mount Jackson, New Market, Shenandoah, Stanley, Toms Brook, and Woodstock.

The Northern Shenandoah Valley Regional Commission (NSVRC) serves this regional "community of communities" by preparing, administering, and coordinating regional land use, environmental programs, resource management, and transportation plans and programs, providing program management, financial, and technical support, facilitating intergovernmental cooperation among multiple jurisdictions, and providing data and information support through our regional mapping and GIS center. In addition, the NSVRC facilitates project development through grant writing and administration assistance and serves as a pass-through agency for various grant funded programs. The NSVRC serves the entire population of the 5-county Northern Shenandoah Valley region (2007 estimate 214,900) and is funded jointly by member jurisdictions, the Commonwealth of Virginia, and through a variety of local, regional, state, and federal grant programs. The region is Planning District-7 within the Virginia system of Planning Districts.
