The NSVRC provides services to local governments, businesses, private citizens, and non-profits through several programs.  A brief list of our activities is as follows:

Regional Land Use Planning

Local and regional land use planning through coordination of regional land use and transportation planning initiatives and provide technical support to local planning programs.

Regional hazard mitigation planning: Implementation of federal and state planning requirements to maintain the region’s eligibility for emergency disaster funding.

Regional Environmental Planning

Regional water resources planning: Implementation of federal and state planning requirements and local planning initiatives; staff support to the Water Resources Policy Committee.

Regional solid waste planning: Implementation of state planning requirements and local initiatives; staff support to the Solid Waste Management Technical Committee; administration of the regional tire operations program (RTOP) and regional glass grinding program.

Regional air quality planning: Implementation of federal and state planning requirements; staff support to the Local Government Committee; administration of the Shenandoah Air Quality Program (SHENAIR) which provides research, information, and support to the Valley Air Now Program.

Regional Transportation Planning

The NSVRC provides regional transportation planning and administrative support to the Winchester-Frederick Metropolitan Planning Organization and the region’s Rural Transportation Planning Program.

Ridesharing services and administration: Commission staff provides services to commuters and employers through the Valley Commuter Assistance Program.

Data Management and Mapping Services

Commission staff provides data compilation and analysis services including Geographic Information System based mapping and analysis; publication of the regional community profile report and annual regional housing data report; demand based information services for residents, business interests, governments, and non-profit organizations.

Regional Collaboration

Legislative priorities: The Commission serves as regional forum for identification and communication of regional and local legislative priorities.

Affordable Housing: Participation in the HOME Consortium to identify housing needs and bring housing resources to the region; identify, secure, and administer grant funding opportunities.

Municipal Outreach Program

Grant writing and administration services: Identify, secure, and administer grant funding opportunities and serve as a pass-through for federal, state, and non-profit grant programs.

Commission staff provides technical support to local municipalities, businesses, and citizens.
